3、 Project Overview:
1. Project budget: 2.625 million yuan (including all expenses related to personnel salaries (overtime pay, various social insurance premiums stipulated in the Labor Contract Law, personnel accommodation and transportation, tools, office expenses), administrative office expenses, public facility maintenance expenses, venue rental fees, and taxes required for this project).
2. Service content: This project aims to store a total of approximately 11529941 motor vehicle and driver files in the Vehicle Management Office, requiring a large space for unified management and storage, as well as proper shelving, storage, and handover of files.
3. Service area: Please refer to the service requirements and content for details.
4. Service period: 18 months from the date of contract signing.
5. Service location: The address provided in the bidding documents.
6. Qualification requirements for bidders:
(1) Meet the provisions of Article 22 of the Government Procurement Law of the People's Republic of China;
(2) Not included in the list of dishonest persons subject to enforcement and parties involved in major tax violations by the Credit China website (www.creditchina. gov.cn), and not included in the list of serious illegal and dishonest behavior records in government procurement by the China Government Procurement Network (www.ccgp. gov.cn);
(3) Qualification requirements for implementing government procurement policies: None.
(4) Specific qualification requirements for this project: none.
4、 Service requirements and content
1. The Vehicle Management Office needs to provide storage space and administrative office space for motor vehicle files and driver files, and the cost is included in this quotation.
2. There is a fixed parking area for the convenience of purchasing vehicles, and the cost is included in the bidding quotation.
3. Venue area: not less than 6000 square meters.
4. Service location: The service location provided by the winning bidder in the bidding documents.
5. During the service period, the maintenance costs of public facilities shall be borne by the bidder, including daily maintenance and upkeep fees, elevator maintenance and annual inspection fees, water pump maintenance and upkeep fees, and fire monitoring equipment maintenance and annual inspection fees.  
6. The bidder shall ensure the safe use of the rented property and be responsible for inspecting the property and its attachments. The bidder shall respond within 5 minutes after receiving the maintenance call from the purchaser, arrive at the site within 1 hour, and complete the maintenance within 4 hours. If the bidder delays the house maintenance and causes losses to the purchaser or a third party, the bidder shall be responsible for compensation.
7. The bidder shall notify the purchaser in writing ten days in advance for the maintenance of the house and its attached facilities, and the purchaser shall actively assist and cooperate. If the bidder fails to fulfill the maintenance and upkeep responsibilities stipulated in the contract in a timely manner, resulting in damage to the property and causing property loss or personal injury to the purchaser, the bidder shall bear the liability for compensation.
8. If the leased property and its equipment are damaged due to force majeure, neither the bidder nor the purchaser shall be held responsible.
9. During the service period, if the bidder needs to transfer or mortgage the property, they should notify the purchaser two months in advance. Under equal conditions, the purchaser has the right of first refusal.
10. Bidders must sign a confidentiality agreement with the purchaser, and personnel involved in this project must separately sign a confidentiality agreement regarding the security of project documents and data.
