1. The technical solutions proposed in this procurement requirement are for reference only. If there are no clear limitations, the supplier may optimize and provide better technical solutions or equipment configurations that meet the actual needs of the purchaser, and this solution or configuration must be reviewed and approved by the inquiry team;
2. The supplier shall list all the costs required to complete the project and pass the acceptance in the response document. The successful supplier must ensure that the entire product passes the acceptance inspection of the user and relevant regulatory authorities, and the acceptance fees incurred shall be borne by the successful supplier; If the supplier fails to conduct on-site inspections in a timely manner, resulting in missing or invalid quotations, or if the project cannot be completed after the transaction, the supplier shall bear all consequences on their own;
3. According to the Notice on Standardizing Government Procurement of Imported Products and relevant regulations of the government procurement management department, if the following procurement requirements involve imported products, relevant demonstration procedures have been completed and approved for the purchase of imported equipment, but domestic products that meet the requirements of the inquiry documents are not restricted from participating in competition;
4. If a procurement activity is conducted without obtaining permission to purchase imported products before the start of the procurement activity, it shall be deemed as a refusal to purchase imported products;
5. In the following procurement requirements: for products marked with ▲, the supplier shall fill in the name, brand (if any), specifications, quantity, unit price and other information in the response document "Commitment Letter for Main Transaction Object", and the commitment letter shall be released together with the evaluation results;
6. The terms must meet or exceed the requirements of the inquiry document, otherwise the response is invalid; Non ★ terms will be reviewed at the discretion of the inquiry team after discussion.
7. The products provided by suppliers should comply with relevant national policies and requirements for energy conservation and environmental protection.

2、 Qualification requirements for applicants:
1. Comply with Article 22 of the Government Procurement Law of the People's Republic of China;
2. Qualification requirements for implementing government procurement policies: none;
3. Specific qualification requirements for this project:
3.1 If a supplier has any of the following bad credit records, it shall not be recommended as a candidate supplier for the transaction, nor shall it be determined as a successful supplier:
(1) The supplier is listed as a dishonest debtor by the people's court;
(2) Suppliers listed in the list of abnormal business operations by the market supervision and management department;
(3) Suppliers who are listed as parties to major tax violations by the tax department;
(4) Suppliers who have been included in the list of records of serious illegal and dishonest behavior in government procurement by the government procurement regulatory department.
3.2 Possess independent legal personality and a legally valid business license.
4、 The supplier must submit the following supporting documents:

5、 Main terms of the contract:
1. Payment method: After signing the contract and passing the inspection of the goods, Party A shall make a one-time payment for the goods with a formal vehicle purchase value-added tax special invoice issued by Party B (the invoice issuing unit must be consistent with the name of the winning bidder).
2. Performance bond: None.    
3. Contract dispute resolution: In the event of a dispute arising during the performance of a procurement contract, the parties shall resolve it through consultation. If consultation fails, the dispute shall be submitted to the Xuancheng Arbitration Commission for arbitration.
6、 Transportation, installation, and commissioning: The contracted supplier shall be responsible for the responsibility, and the final acceptance and delivery for use shall be carried out by the user and relevant departments.
7、 Inspection and measurement fees: to be borne by the contracted supplier.
8、 Delivery location: Designated location by Xuancheng Product Quality Supervision and Inspection Institute.
9、 Delivery and service provision time requirements: Delivery shall be made within 15 working days from the date of contract signing.
10、 After sales service: Three guarantees: five years or 100000 kilometers, whichever comes first.
