1. Procurement technical requirements (substantive requirements and conditions that are not allowed to deviate are indicated in bold and italics)
2. The scope of this procurement includes the supply, transportation, installation, maintenance, personnel training, and after-sales service of goods.
3. The procurement budget amount for this project is RMB 790000.00. If the final response quotation is higher than the procurement budget or the maximum price limit, it will be deemed as an invalid response document. The maximum price limit for this project is 90% of the procurement budget amount. Except for special requirements, the configuration of the purchased goods mentioned above must be provided according to standard functions and parameters. The supplied products must be brand new and qualified genuine products, and the manufacturer must provide a product warranty certificate. If it is an imported product, relevant certificates must be provided, and it must also comply with national environmental protection and relevant quality standards.
4. Quality requirements for goods
Meets the requirements of the "Sanitary Standards for Drinking Water" (GB5750-2006). The consumables of online instruments should be able to be used in conjunction with the instruments. Standard samples and consumables of online instruments should be supplied as needed to ensure that they do not exceed their expiration date. All drugs and standard samples must meet the requirements of Jiangsu Province's double random assessment and Jiangsu Province's urban water supply safety guarantee assessment index system assessment. All standard samples and environmental standard samples in Tables 1-3 and 1-4 must meet the standards specified in the remarks.
The manufacturer of the provided standard solution should have a national standard substance grading certificate and a producer recognition certificate for standard substances/samples. The transportation of chemical reagents and consumables must comply with relevant national laws and regulations as well as industry standards.
5. After sales service requirements
(1) From the date of acceptance, the equipment is covered by a one-year free warranty. During the warranty period, Party B shall provide three guarantees for product quality. In case of any malfunction caused by equipment configuration or manufacturing quality issues, Party B shall immediately repair or replace it free of charge within 24 hours, and all expenses incurred shall be borne by Party B.
(2) Technical support response time. General issues will be supported by phone within 2 hours, and difficult and key issues will be resolved on-site within 2 days. The relevant expenses during the warranty period will be borne by Party B, and Party B will charge a cost fee after the warranty period expires.
In addition to the service requirements specified in this document, the supplier shall provide a detailed explanation of the after-sales service they can promise, and shall also be responsible for providing free equipment maintenance or operator training to the purchaser. The response time for repair is the normal travel time plus 3 hours.
6. Delivery time and location
(1) For the convenience of the purchaser in organizing production, the delivery time of all goods must be determined after consultation, and if necessary, they must be shipped in batches. The supplier must promise a reasonable delivery time and deliver within 2 days after each batch of orders is confirmed by both parties. Delayed delivery will result in certain economic penalties.
(2) Delivery location: The goods shall be delivered and unloaded by the supplier to the designated location of the purchaser, and all relevant documents (certificates of conformity, inspection reports, etc.) accompanying the goods shall be complete. The goods shall be inspected by relevant personnel organized by the purchaser. Those who fail the inspection shall be returned, and all losses caused thereby shall be borne by the supplier.
7. Payment method
After the initial on-site inspection and storage of each batch of goods, if no quality problems are found after 10 days of use, the full payment shall be made in one lump sum.
